As part of their close partnership, Arm and Xiaomi have worked together to optimize performance, power efficiency, and workloads on system-on-chip (SoC) in Xiaomi’s devices. With Xiaomi now developing its own silicon, it allows closer collaboration on the SoC design, pushing the boundaries of performance and providing more value to end users through immersive, intelligent experiences.
Created by Xiaomi’s silicon division, XRING, the XRING O1 is built on the Arm compute platform featuring a combination of the latest Armv9.2 Cortex CPU cluster and Arm Immortalis GPUs, and CoreLink Interconnect system IP. This allows XRING to create highly flexible, customizable silicon designs.

大概意思是过去arm和小米合作优化小米设备上soc芯片的性能。现在小米要自己做芯片了，arm和小米的合作就更进一步了，可以涉及soc设计部分了。
arm这边明确指出这个芯片是小米的silicon，它是站在IP提供者的角度叙事的。如果是arm帮小米搞定，这段话岂不是很奇怪？
