Concentrated Effect increases the Area Damage caused by linked skills, and reduces their Area of Effectradius.
The reduced Area of Effect radius modifier will affect any area of effect produced by the linked skill, even if those AoEs do not deal area damage.
For instance, the Chaos damage from Poison Arrow is not Area Damage, it is damage-over-time which is applied to any enemy within an area of effect. Concentrated Effect therefore will not increase Poison Arrow*s damage, but it will still reduce the radius of its AoE.
